Canadian Dental Care Plan

At Cottage Country Dental we want to help ease financial barriers to accessing oral health care for eligible Canadian residents. You may qualify for the Canadian Dental Care Plan (CDCP). See more information below.
Those who will be eligible for the program will need to fit the following criteria:
    1. No private dental insurance plan.
    2. Annual household income under $90,000.
    3. Canadian resident.
    4. Have filed taxes for the previous year.
    5. CDCP members who currently have coverage under the plan need to renew their coverage before June 1, 2025, for the new 2025 to 2026 coverage period. Find out more here.

Persons with ODSP (Ontario Disability Support Program), OW (Ontario Works), HSO (Healthy Smiles Ontario) must apply for the Canadian Dental Care Plan. Effective January 1, 2025, the Canadian Dental Care Plan is the primary insurance. We no longer can accept ODSP, or HSO as a primary insurance for patients.


Once accepted and enrolled, What do I do?
Patients approved for the Canadian Dental Care Plan will receive a package from Sun Life which includes a basic outline of the program, links to resources, and the valid insurance card with effective date. Any treatment prior to this effective date will be denied by the program. Please be aware of this when scheduling your appointment with us.

What will be covered?
Please consult the Canadian Dental Care Plan webpage on the Service Canada website here. Please note that the explanation on Service Canada is extremely vague and it is highly recommended that you consult with our Practice Manager to understand what procedures are covered and frequency limitations of this program.


The Canadian Dental Care Plan will cover a percentage of eligible procedure codes established in the Federal Canadian Dental Care Plan fee guide. This fee guide is not the same as provincial fee guides. Percentage eligibility is based on the adjusted family net income (AFNI).
  1. AFNI under $70,000 – 100% coverage of the CDCP fee guide.
  2. AFNI between $70,000 and $79,999 60% coverage of the CDCP fee guide.
  3. AFNI between $80,000 and $89,999 40% coverage of the CDCP fee guide.

Patients eligible for 100% coverage will still be subject to co-payments based on the difference between the federal fee guide and the Ontario Dental Association provincial fee guide.

Patients are responsible to pay the balance of any and all remaining balances not covered by the Canadian Dental Care Plan. Contrary to what was publicized in 2023 and 2024, the Canadian Dental Care Plan is not a free dental service plan. The program is not adjusted to inflation on an annual bases. Eligibility is not guaranteed and renewal on an annual bases is required through Service Canada. The Canadian Dental Care Plan can change the program at any time without notice, and can deny claims at any time. The patient is fully responsible to understand their coverage no different than any other insurance plan.

It is highly recommended to have a consultation with the Practice Manager prior to using the program at our office. There is no fee for this service as we want complete transparency with our patients about this and any future programs available.
